The City of Laguna Beach is in the process of updating the property ratings for the properties listed on the City’s 1981 Historic Inventory and an updated field survey was recently conducted by Ostashay and Associates Consulting, a historic preservation firm. Public workshops were held on March 18, 2013, March 15, 2014, December 8, 2014, and April 28, 2015, to discuss the current field survey and the proposed status codes as well as a potential new historic preservation ordinance.
At the last workshop held on April 28, there appeared to be some confusion regarding the requirements and implementation of the Historic Preservation Ordinance in addition to the applicability of the California Environmental Quality Act (CEQA) to historic structures. As such, the upcoming workshop discussion will be of an educational nature that will focus on the current Historic Preservation Ordinance, the Historic Inventory status codes, and CEQA as it pertains to historic structures. The City Attorney and the Historic Consultant, Jan Ostashay will also be in attendance to field questions.
