Item 4: Historic Preservation: Zoning Ordinance Amendment 17-0388 and Local Coastal Program Amendment 17-0389 to amend the City of Laguna Beach Municipal Code Chapter 25.45, relating to historic preservation.
Staff Recommendation: Review the draft Ordinance and the additional information discussed in the staff report, listen to public testimony and either: (1) direct staff to return with a Resolution recommending that the City Council adopt the draft Ordinance as written; or (2) direct staff to revise the draft Ordinance, based upon Planning Commission discussion, and to return with a revised draft Ordinance for review at an upcoming Planning Commission meeting.
Item 5: Downtown Specific Plan Update
The focus of the presentation and discussion will be on MIG’s recommended draft amendments to Section III: Issue Statements and Policies, Topic 1 (Village Character) and Topic 2 (Identity as an Art Colony) of the existing DSP document. A copy of the Section III, Topics 1-2 draft amendments, including a strikethrough/underline document for reference are available to review on the project webpage (http://www.lagunabeachcity.net/cityhall/cd/planning/mjrplanginitv/downtown_specific_plan_amendment/default.htm).
Additional meetings will occur in 2017 to review draft amendments to other sections of the plan and to further discuss key topics including, but not limited to Parking and Land Use. This meeting and future meetings play an essential role to obtain input from the community and direction from the Planning Commission, and to identify the City’s priorities for the future of the Downtown.
Staff Recommendation: Provide direction on MIG’s proposed amendments, the ad hoc committee’s proposed amendments and staff’s concerns.
