Item 1. Downtown Specific Plan Update - Receive a presentation and discuss MIG’s proposed amendments to Topic 3 - Downtown Commercial Uses, of Section III: Issue Statements and Policies, of the Downtown Specific Plan.
Staff Recommendation: Direct staff to: (1) Incorporate staff's recommendations related to staff concerns 1 - 6 of MIG's proposed amendments. Alternatively, the Planning Commission can provide specific, different direction to staff on any of staff's recommendations. In addition, the Planning Commission can direct staff to incorporate other policies as suggested by interested community members; (2) Work with MIG to revise DSP Section III, Topic 3 based on all other MIG's proposed amendments and aforementioned public correspondence suggested revisions; (3) Continue discussion of MIG's Table 1 to a subsequent meeting or workshop as desired by the Planning Commission; and (4) Bring the revised section in the context of the full draft document back to the Planning Commission for further review at a later date.
Item 2. Planning Commission Design Review 17-1584 for modifications to a previously approved construction staging plan at 680 South Coast Highway (Red Dragon) (Construction worker parking will continue to be prohibited along Ramona Avenue). This proposal is exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Article 19 (Categorical Exemptions), Section 15301(a) (Existing Facilities).
Staff Recommendation: Approve Planning Commission Design Review 17-1584 at 680 South Coast Highway, with the condition that construction staging be prohibited along Cleo Street.
