Item 10.Downtown Specific Plan Update
Receive an update and discuss public correspondence pertaining to Topic 10 – Civic Art District, of Section III: Issue Statements and Policies, of the Downtown Specific Plan. This proposal is exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Article 19 (Statutory and Categorical Exemptions), Section 15265 of the State CEQA Guidelines.
Staff Recommendation: 1) Incorporate staff’s recommendation related to issue areas A-B, and consider the public correspondence and provide direction as described in issue area C and 2) Direct staff to bring the revised section in the context of the full draft document back to the Planning Commission for further review at a later date.
In October 2017, the Planning Commission directed City staff to collaborate with and seek further input from affected property owners and other key stakeholders located within the Civic Art District, specifically about what suggestions they may have for improving the District. Public input received thus far is available to view on the City’s website (see link to project webpage below). City staff will present the public input received to date regarding DSP Section III, Topic 10 – Civic Art District for further consideration by and discussion with the Planning Commission.
Additional meetings will occur in 2018 to review draft amendments to other sections of the plan. This meeting and future meetings play an essential role in obtaining input from the community and direction from the Planning Commission, and in identifying the City’s priorities for the future of the Downtown.
