APPEAL OF THE DECEMBER 13, 2017 PLANNING COMMISSION APPROVAL OF DESIGN REVIEW 17-2506 AND COASTAL DEVELOPMENT PERMIT 17-2507 VILLAGE ENTRANCE Proposal to construct improvements within City-owned property for the Village Entrance project California Environmental Quality Act (CEQA) Determination: The Planning Commission approved a Mitigated Negative Declaration for the project pursuant to State CEQA Guidelines. There was no public testimony concerning the proposed CEQA determination, nor does the appeal raise a CEQA issue.
Recommendations: (1) Sustain the Planning Commission’s approval of the project with modifications as proposed by the Planning Commission Subcommittee listed as items 1 through 5 and 7 on pages 2 and 3 of the staff report to be included in the final design of the project; and (2) Review recommendations listed as items 6, 8 and 9 on page 3 of the staff report and provide direction to staff as to their inclusion in the final design of the project.
Hearing Item C: Coast Inn and Liquor Store Project at City Council
CONDITIONAL USE PERMIT 16-2479, PLANNING COMMISSION DESIGN REVIEW 16-2475, COASTAL DEVELOPMENT PERMIT 16-2480, VARIANCE 16-2482, AND MITIGATED NEGATIVE DECLARATION FOR REMODELING PROJECT AT 1391 AND 1401 SOUTH COAST HIGHWAY Proposal to remodel an existing 24-room hotel (The Coast Inn) and a convenience store and retail cottage (The Coast Liquor Store and an Olympic Cottage.) California Environmental Quality Act (CEQA) Determination: The Mitigated Negative Declaration/Initial Study found that although the proposed project could have potentially significant impacts on the environment, the incorporation of mitigation measures would reduce any potential environmental impacts to a level of insignificance. Since the preparation of this initial study, although the project has been modified, the project has only been reduced in size; therefore, staff believes that the findings in the initial study are still valid and that the project will not create a significant impact as conditioned. The Mitigated Negative Declaration/Initial Study has been attached as pp. 201-235. If the City Council adopts the Planning Commission’s recommendation, no CEQA determination need be made. (Public Resources Code Section 21080(b)(5).)
Recommendations: It is recommended by the Planning Commission to adopt the Resolution entitled “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA BEACH, CALIFORNIA, DENYING CONDITIONAL USE PERMIT 16-2479, PLANNING COMMISSION DESIGN REVIEW 16-2475, COASTAL DEVELOPMENT PERMIT 16-2480, AND VARIANCE 16-2482 AT 1391 AND 1401 SOUTH COAST HIGHWAY.” Because denial of the proposed project is recommended, no determination need be made pursuant to the California Environmental Quality Act.

It has a huge impact on City Council members when they see that residents care enough to show up and be heard. If you spoke before, please speak again.
