14. COAST HIGHWAY INTERSECTIONS IMPROVEMENTS FEASIBILITY STUDY Study of various traffic improvements on Coast Highway in the downtown area from Broadway to Legion to improve traffic and pedestrian flow with recommendations. 

NOTE: If the following (4) is implemented, objections to 15 may be irrelevant.

(4) Circulation at the intersection of Coast Highway and Forest Avenue/Park Avenue:
Issue: Southbound motorists turning left at Forest A venue and lower Park Avenue often back up onto Coast Highway beyond the left turn lane and block the number one southbound through lane, causing severe congestion. In late 2017, lower Park Avenue was closed for a trial period and traffic data was collected for traffic modeling purpose to improve intersection efficiency.
Recommendation: Close lower Park Avenue permanently to improve traffic flow in the corridor. Traffic modeling indicates that diverting traffic away from the shorter southbound Forest Avenue left turn pocket to the longer turn pocket at Legion Street would increase intersection efficiency.

(6) Left turn pocket on southbound Coast Highway at Legion Street:
Issue: Southbound motorists turning left at Legion Street occasionally back up onto Coast Highway beyond the left turn lane and into the northbound through lane or block the number one southbound through lane, causing severe congestion.
Recommendation: Increase the existing left turn pocket of 95 feet by an additional 100 feet to improve traffic flow for the entire corridor. The additional queuing capacity would virtually eliminate the occasional blocked condition without impacting existing parking. The lengthening of the left turn lane would require restricting left turns for motorists exiting the Laguna Village shopping center. Although, site observations indicate that few cars are attempting that left turn under the current conditions. This recommendation is needed even if Park Avenue is not closed.

15. EVALUATION OF THE TEMPORARY PEDESTRIAN PLAZA CONCEPT AT THE 200 BLOCK OF PARK AVENUE  Discussion regarding pedestrian plaza. 

Recommendations: Provide direction to the City Manager regarding the future use of lower Park Avenue.
